I think I'll have to wait on this one, especially considering that Part 1 is almost done and Part 2 is halfway through getting colorized. Was Part 7 in a monthly format right from the start? Is it really going to take four more years for JoJolion to wrap up? < fucked up my grammar on that one

Steel Ball Run is super long so it doesn't surprise me that each part is extremely extended

Also, SBR didn't start as a monthly series. At around chapter 25 you can see the page count changing from ~20 per chapter to ~60 per chapter.

In some order, doesn't really matter which. You don't really miss anything by watching the anime then reading from Part 4 onward, though.
watch the anime then read the manga, the anime does a lot of things much better than the manga does (the ending of part 2 for example)

It's an extremely faithful adaptation that only cuts out some unnecessary scenes and improves on the original manga in a few ways. But keep in mind, it didn't have the highest budget for an anime (not until Part 3 anyway).
And only the first half of part 3. I was rewatching SC and was shocked that there was actual animation in the series at one point.
