Cameras are taller and usually silver and are used mostly for vehicle detection (if they're mounted where that little black one is). If you see a camera on the TIP of the pole, or mounted anywhere up the pole, they're monitoring cameras used to view the intersection remotely with no detection equipment. The only other cameras used are the red light cameras, which are pretty obvious as they're giant boxes mounted by their lonesome away from the signals, and are only present on intersection marked as such. It's kind of cool actually, federal law states that in order to catch red light runners with cameras they are required to post notices around the intersection that cameras are being used. The downside is that people often slam on their brakes the second a light turns yellow and cause more fender benders than the camera catches runners.

If an emergency vehicle gets to a place where it can be hard to see they have to use their sirens and when you hear sirens close by you should slow down and get out of the way if you're in the way. They're not just to be seen, they're to be heard as well :|

Traffic fucking sucks in my small town, because the imbeciles who designed it pretty much forced everyone to drive through a 2 lane road (One left, one right lane.) to get to all 3 schools (elementary, middle, high) which are right next to each other. And, they are building a big ass neighborhood for the soldiers coming to fort bragg. So basically, traffic is bat shit crazy, cramped, and slow almost 24/7. I have to pull out in front of someone almost every time I leave the gas station, since there is no turning lane, or landing for on-coming traffic. It doesn't help that my blazer has almost no power so the person I pull out in front of ends up in my ass, obviously pissed. tl;dr my town relies on a 2 lane road for fucking everything and traffic is insane.

If you look at a police car's lights on top of their car, there are sections that are clear that produce a form of light those sensors pick up on. They're produced and manufactured by 3m. I install these things for a living. :)
