You could run a client (probably transmission) on the server and just let DHT handle the peers. Or you could tie it to any number of public trackers. Just put a reasonable upload speed limit on the client running on the server. I'd presume that anyone who actually wants 200 GB of flash files isn't in an enormous hurry to get the whole thing.
