Your normal bans are your warnings. Learn from them.
The permaban means you didn't learn.
Warnings are a good idea for things like 'wrong section' or 'Hi I'm new here threads'.
Generally the people that make them don't know any better, and if you warn them they (hopefully) won't do it again.
Maybe in the PM they recieve for the warning you could post links to sections' rule lists.
Warnings are a mess.
I've been to a forum where all I got was warnings all the time, it's much easier just to ban someone, plus, noone's gonna cry if they get banned for a day, it's not like they're dependent of Facepunch.

On over half the forums on the net, a ban is ~permanent. Usually it is an infraction/warning system which is boring to death. Using the term ban constantly for any impurity is why I like FP. And if you predict a ban, you win one as well. Nice.

Here's a story for you:
Over at overclock.net, its tough to get a ban. You can troll, and troll, and shitpost all you want. If a moderator doesn't like it, or won't take it anymore, they will issue out a warning. 3 warnings and they might issue out a week ban, or a month ban.
However, if you report a user to a moderator who is trolling, and you provide enough proof, they will usually ban them for a few months, usually 3.

As you can see, a WARNING is NOT A GOOD IDEA, it takes up too much time to issue out warnings to everybody who deserves a ban/warning. He's been trolling for about 4 months, and nobody stopped him. No warnings, nothing. They lock the thread, and forget about it. I had to report him to actually get him banned. The mods have too much work warning other users all over the forum.
If facepunch started using warnings, it would be awful. Its too much work for the mods. Its easier to ban somebody than to send them warnings, and to count each warning they received.
