Being generally respected, used to have to pay now it's mainly rewarded as a prize (like the mod riddle), win an election/get garry or hezzy to trust you.

For mod there was an application thing awhile ago, which I assume Hezzy is still going through. Gold is usually through a competition, respected is by doing something cool on the forum, and moderator is either voting/application. You need to have a lot of patience to be a moderator, good posts, and a (mostly) clean ban record.
