I've never had this happen to me.
This happens also in BC2. It's funny but also very annoying.
It happens in every game, it's lag. He DID shoot first, it just didn't look like it on YOUR side of the server because of the latency. Infact, every given moment you encounter does not happen until a fraction of a second later on the server, assuming you have a good ping. In reality, you never fired a shot.
Please stop with the latency argument, it doesn't have anything to do with that. It's an issue with the server choking and client side prediction.

I remember using the server client "All Seeing Eye" just to see the servers because there was no actual game client at the time. It just ran in the background of your GTA:VC game. I gave up on MTA:VC almost immediately. Then a few years later SA:MP came around. Well done.
It's not much of an issue considering that the player was obviously aiming terribly bad.
This happens in every game with hitscan weapons.

It's even more exagerated in Dystopia where you start gunning at a heavy and you hear plinks and sparks fly from his armor but no hitbeeps and no damage.
this is why old skool games are the best because all the controls or at least shooting is server-side

You're not taking it into account. Guy 1 shoots, guy 2 shoots, guy 1's packet arrives on server, guy 2's packet arrives on server, guy 1 shot first, shots are clientside, shots play on both clients, server says guy 2 never shot anything because he's fucking dead, but guy 2's client still plays the sound and animation because the client doesn't know yet that he's dead. Demos are clientside. And he was aiming too high.
