I don't agree with this, but impulse tattoos are usually a bad idea.
Tell him to get whatever he wants printed on a t shirt and wear it for a month or so and if he still likes it look into getting it on his body.

On the topic of the tattoo.
Let you're boyfriend decide what he wants. If he wants a tattoo let him get a tattoo, it's his body not yours. Tattoos can be very stylish and even attractive but it also matters where the tattoo is and the subject matter. But once again, just because you don't want him to have done doesn't mean he shouldn't be allowed.
Also piercings can be cute too.

Tatoo's are fine if they're small and in place that aren't obnoxious. And if they're not too specific either.
My family is getting a "family tattoo", it'll be "Know thyself" written in greek. Story behind it is that we're a really disfunctional/immature/different family that gets along somehow, so "know thyself" sorta represents how different we are from each-other.
I've never really wanted a tattoo but I might get this one above my ankle or something :o

If i weren't so skinny and they wouldn't look weird. I'd probably get one around my upper bicep or shoulder.
I also always wanted to actually get a Calvin and Hobbes tattoo. Somewhere discrete and uncolored.
I could never get a tattoo for two reasons.
1. They will turn out looking like shit in years to come, of course this depends on where it is.
2. I am petrified of needles and have an extremely low pain tolerance.

1. people often get touchups on tatoos when it starts to "run". it usually takes 10+ years for a tatoo in a normal spot to start running, but joints speed the process up.
2. from what i'm told, it feels like an uncomfortable "zap" when they're poking you. afterwards it feels like a burn, bruise, or abrasion. nothing too severe in pain.
so #2 is the only real problem you have.
