I disagree, I think Warner Brothers is trying to get their films to have the overarching story, and planning their films from beginning to end.
However, they lack other things that people like about the Avengers to fall back on, such as a successful film from a monetary and critical perspective to look back on and base other stories around, an incredible charismatic hero that oozes personality, and a person in charge of all of it that is not Zack The Hack.

We're literally going from BvS to Justice League within a year that isn't planning in any way.
They rushed the development of BvS because they wanted that Avengers money thinking audiences would be dumb enough to just jump on board. It didn't work and unless they're extremely stupid they'd put JL on hold until a few solo films are done.
