I think it's because the art of making customers believe what you want them to believe is very ingrained into a lot of concepts managers pick up. It's a train of thought from the times before the internet made it possible for consumers to connect so directly and in such large numbers. It's from before consumer-created memes and viral videos, before someone like Yahtzee merely mentioning Painkiller in a video could make the Steam sale number jump like crazy.
Consumers are louder than ever and now have significantly more ways of finding out if something's bullshit or not - and with stuff like Kickstarter and Early Access/Open Betas/Preorder Betas they're only becoming louder. The farmer's losing control over the cows he wants to milk and he's a) fucking confused about how to handle this situation that doesn't turn out to just be a bad dream b) not ready to give up his control even one bit.
The internet is a huge gamechanger, but so ill-understood most managers hope they can brute-force their way with old methods and a little extra marketing.

The competition is either doing everything most people don't want, or not really enticing third party developers.
