Depends where about in Scotland you live. If you live in a touristy part then you will hear them from time to time.
I live in the centre of Edinburgh and I hear them every time I'm on the highstreet.

Win, Krid P
Can't ignore a thread about bagpipes as a Scot.
Love em, great sounding instrument that requires really strong lungs to play...don't hear em that much in Dundee though I must admit.
Scottish pipes are cool but I like the Irish Uillean pipes more, they're more tuneful with a softer sound.

I don't know about bagpipes being cheerful but they are enjoyable to listen to albeit quite depressing.(probably because I've been to way too many police funerals in Boston.)
The fuck is wrong with you people? Bagpipes sound like a cat being strangeled.

What a handsome chap in your avatar, good sir.
As for the bagpipes - There's a time and a place for them, I do enjoy them occasionally but I would'nt exactly put them on my ipod.
Bagpipes are as Scottish as the Autobahn!
In otherwords, cultures all over the world have their own variation on reed/air sack instruments.
I kinda like the scottish bagpipe sound, but ultimately they sound too synthetic, TOO Cleaned up, plus the fingering methods are so whack to me.
French, Germany, Spain, Africa, Greece, Hungary and other countries all have pipe traditions and the scottish piping is just one piece of a very large bagpipe culture.
The funny thing is, when I went to Germany to play my GERMAN bagpipes, they all thought they were Scottish...I had to explain to them that the bagpipe I play was their cultural variation on an Ancient Instrument. I even had to tell a French woman about the french bagpipe, and they think they know everything!
*No Offense to the scottish bagpipe...it was the first one I tried to play and listened to, but my heart is with the old medieval styles
