If you were to send a letter and it contained a candy cane or similar sized object, will it cost more to ship? I'm not sure how the post works.
Depends on the weight and size that that candy cane adds.
So one or a few of the mini candy canes that are only like a quarter inch thick should be fine?
Really does depend on the postal service. I'm not sure how much it take to move up to the next tier in Canada. Should be on their website somewhere. It's 5mm thick or 100g weight before it moves to a large letter in the UK.

I mean it completely depends on location, if you live in the mountains of Norway and someone lives next to garry they might get the card sooner rather then later.
