Where my dad lives, he pays $60 a month for a cap of 3GB and download and upload speeds are less then a mbps. This is their internet plan with Telstra.

I only had a 100GB or so quota when I used to go over it, these days with 400GB that's around 13GB a day, unless I'm watching 1080p or 4K video I wouldn't go anywhere close to that.
Also Internode offer unmetered Steam and XBL downloads so ehh.

Telstra pretty much had all the rights to the NBN because it was a colossal fuck up, and labor had to side with Telstra to lay down the cables within their budget.
Even when the NBN was complete, Telstra would still own it and we still will be paying ridiculous prices. Way to skip the facts about the NBN and just take the easy road and blame the current government, it has been fucked up beyond repair by many people and parties.

Yes, I know he's an asshat, thanks for stating something irrelevant to the point. But he is not the reason the NBN is a colossal fuck up, if anything cutting it back made no difference whatsoever to how fucked we get by ISP's. They sold it out to Telstra years ago.
The only thing Telstra had to do with the NBN, was that they owned the pits they ran fibre through, it wasn't until Abbott changed it to still using copper for the "last mile" that Telstra had anything to do with delivering it to the customer (And even then the plan is for the government to buy the copper from Telstra entirely)
