How does one begin a painting, like the one above. That seems to be my stumping point at the moment. I just don't know where to begin and how to proceed.

It's still slightly off but I'm quite proud of this. The drapery which I spent no time on at all has come out better than the skull which took ages, there's a lesson there somewhere.
cool. but i feel like my eyes are drawn towards the drapery more than the skull, due to how much sharper the detail down there is compared to the skull

As I said previously, sketch for correct shapes and proportions etc, then block in values with a bigger brush, blend them, and so on and so forth.
If you look at those thinner grey strokes jens has done above the hairline and around where her ear would be, presumably his picture was initially just made of lines like that. When you get that far and it looks accurate (your tiger was decently accurate to the ref so that should nay be a problem) just start filling in the lights and darks where they should go.

All of them look pretty damn great
im not really gettin a sense of weight to him. he's carrying a bigass hammer and standin on a rock (or is that a shadow or something? i can't tell at all.) so think more about making it feel like he's really standing on a surface instead of being all floaty as well as making the body respond to carrying something heavy like that hammer.
also where is the light source?
