No, I feel for you and want to help you, I was just pointing out the fact that many of the people on this site are immature, and haven't experienced any situation of emotion like this past their graduation of preschool.
But you should use your common sense in situations like this, tell a psychiatrist and things will go from there.

In situations like this, as a child your common sense is hard to use. You panic, you're worrying, hence he comes to FP. Not for advice, but for support. Asking for advice is just a way to get support and talk to people you don't know. It's easier to talk about stuff like this to people you'll never meet (again) than towards a good friend.

I'm 17 and it's hard to be classed as a child as that age if you get fined for everything you do being under the class of a child. I just really don't know what to do and don't want to lose my dad to some mental home. He's fine usually, its just last night he told me everything.
That sounds more like Schizophrenia, which is some dope shit. I would suggest getting something to defend yourself with, and trying to help him by maybe getting him to get less pills or forget about your mom. A doctor can be a fallback plan, just dont wait too long cus that shit gets worse...alot worse.
He isn't insane if he can admit that he is insane. Or at least, he is still savable.

I volunteer with children/ youth mental health workers. They always tell parents that they shouldn't discuss their problems with their children, because it may cause damage to the child.
So I can understand what he's getting at by saying he shouldn't be telling you personal issues. But to bluntly say that he shouldn't be and sugguesting there are voices in his head "they". He definately needs some help, and I'm sure he'll be required to visit a clinic and they might pull the plug on some of the meds he's taking because it might be enhancing the paranioa.

Paranoia is very difficult to treat, but more counseling is really the only solution.
Sorry, can't offer any advice, but good luck what ever happens.
Maybe you can try running. I find jogging an excellent way to relieve stress and help forget about troubles. Helped me pick up my grades and joining the track team gave me the choice to stop drinking.
