I actually think this sounds fairly good...
It would promote a sex as a normal thing, and not something dangerous and shady that should be hidden away at all costs.
Nobody has ever really explained why it's so harmful to kids to have sex. All they ever say is that they can't consent because they cannot understand the consequences, and are not mature enough to make decisions about their own body.
But what are the consequences? It's pleasure, and it's intimate and bonding. Prevention takes care of STD's and pregnancy. So what is it that is so hard for them to understand and make decisions about?
Please, don't get it wrong, I'm not arguing with a question, I'm [I]actually asking[/I], because I've [I]never[/I] heard any in-depth reasoning why it's so damaging. To me, it honestly just seems like it's only harmful because [I]people make it out to be[/I] harmful.

I am German, and somewhat disturbed at the thought that something like the OP described might actually get promoted by the government. Luckily what OPs source states is partly mistranslated, partly misinformed and for the most part just plain wrong.
I did some research on these leaflets and as it turns out they were initially published by [url=http://www.isp-dortmund.de/]the institute for sexual pedagogy in Dortmund[/url]. An independant research facility, the government is not involved.
They intendet the leaflets as advice on how to raise a child that is not sexually repressed. For a short time these leaflets were offered by a [url=http://www.bzga.de/]government-funded program[/url] where people can request information on health related topics for free.
Since some people claimed that two passages suggest to perform sexual activities on your child the leaflets were later removed.
I read the leaflet myself and it is completely reasonable.
