They're both in the wrong here. The Skater was, in fact, causing property damage albeit small and not costly. The guy was being an outright dick, this is something that the cops did not need toget involved it unless anything further happened or the two happened to "disagree."
The guy was over reacting in every sense.

There are types of skaters, while it's true that they often do some sort of damage, most of the time it's unnoticeable, like wax on a curb, this bush ordeal was among them. Not all are riggers or street skaters, some prefer ramps and parks and things of that like, but not every skater wakes up and thinks "WHOSE DAY AM I GOING TO RUIN TODAY?"

I know plenty of skaters who just leave if people ask nicely, it starts to get a problem though when someone tries to "scream" them away,
then the skaters instantly feel offended and get a need to set shit right.("I did nothing, why are you yelling at me asshole" kind of thing)
