The fix isn't obvious enough it seems.
It would work out if it was already the norm thousands of years ago, but I don't think today's society will ever accept public nudity, at least not for a long, long time. The parts of the body used for sex, like the penis, vagina, and breasts, are pretty much objects of sex for EVERYBODY in today's society. The more depraved of us would have easier access to those areas and they would abuse their ability to be nude to do sexual things to other people in public.
Think about how our society and public places are set up today and then ask where it would end. Why is masturbation taboo? What's wrong with some guy spewing semen all over the mall cafeteria? What about public sex? Do you want to see people getting it on on the park bench every day? Our society is just too sexually driven to accept public nudity as it is right now. The taboo part of nudity is what drives people to want to see the nude body even more, and if everyone was allowed to be nude all of a sudden one day, then people would make the most of it in all the wrong ways.
You also have to think about the fashion industry; less clothes required means a lot less money brought in from clothing. Clothing makers would fight hard against a law that allows public nudity.
So yeah, I can definitely see your reasoning with "if nudity was never taboo, nobody would care", but in the context of "if nudity was suddenly allowed one day", then it doesn't really work out.
And lastly, there's also the practicality of clothing. It's not just there for keeping warm and dry. It serves purpose all year round. For me, a porcelain-skinned ginger with red hair, I HAVE to wear SOMETHING when I go outside during the summer, or else every exposed part of me is pretty decently sunburned within fifteen minutes.

I'm against it being illegal to be nude in public as some people are happy with their body (nudists).
I don't like being naked in general as I have OCD and right now it's hard even with clothing.
People should be allowed to walk around public naked if they want to and it shouldn't be illegal. I'd gladly fight for this not for myself, but for the many people out there who want to.
