I don't know about putting your keys on the roof. It seems to me like if you got the wrong cop he may not like it when the guy he's about to walk on puts his hand out the window and drops something on his roof. Putting the keys on the dash seems more reasonable to me.
That isn't to say there aren't shitty cops. The town of Wallkill PD have some really great officers and some not so great ones. But they're bad enough at this point and have lost me enough cases that I'm done calling them and I'm only calling State Police from here on out.

Wallkill PD can be really shitty. They lost me my last shoplifter. Two teenage girls concealed over $500 in shit. I called them probably 10 minutes ahead of time letting them know who I was, where I was, what they did, gave them descriptions and asked if they could roll someone out in my direction since they'd be exiting soon and I knew they would be runners.
When they go to exit and I identify myself and they fucking run (I told them they would, I KNEW they would) so I go after them, I'm already back on the phone with the PD at this point. They get into a car and peel off. I get a plate and I even have one of their full names. PD never showed up and when they did probably thirty minutes later the guy was on the phone and in a rush to go to a movie or something and didn't even know what the paperwork I was giving him was for.
And like, I have her name and her plate. They could go to her house. But do they? Nope. Even if the car is registered to a different person with a different name guess what? Transportation of a Criminal is against the law. So either she gives up my lifters or they get in trouble too.
There is like one or two officers with that Department I like and can relay on, but most of them either due to budget issues, issues with their dispatchers or something just don't seem to care. Oh, and not to mention we had a gang fight in my store the other day, one of them went back to his car and grabbed a bat and guess how long it took Wallkill to show up.
I mean, in the 90's they had their entire Department reformed because of a bunch of sexual harassment claims or something to that effect. And recently they hold these "Organized Retail Crime" meetings which is 0% ORC and 100% them saying "Please call us instead of the State Police. We need arrests to make our promotions and increase our budget we'll be better, promise." They've done this before and it's always the same though.

So just because I don't fully understand the whole bullshit political system, does a political party have to exist in my state to join it? If I want to join a party, but there isn't one really established in my state but there are in other states, can I still join it or could my request be denied?

there's a democratic and republican party in every state, and i highly doubt you'll be denied.
if you're not a democrat or republican then good luck, other parties don't have national presence so you're better off just identifying as an independent if that's the case.

Depends state by state, party by party.
In most cases, you can simply register what party you want to affiliate with by writing it down on your voter's registration paperwork when you go to register. My state simply had a section that said "Party Affiliation: _____________" and it was open to write whatever (I chose independent). But that could differ from different states (I'm in NJ and registered almost a decade ago).
The thing about parties is, you don't "join" them. You just "affiliate" with them. Thus why you can simply mark down which party you wish to be a part of. I know some third parties on their site have a "join party, pay membership fee" type of thing, but they can't enforce that if you write it on your registration as an affiliation and that thing is purely to have those who want to fund the party fund it other than donations.
