In a world like Game of Thrones it makes sense that everyone would be treated like an adult as soon as they 'flowered' as the books call it. Hit puberty? You're a man now son!
It's a brutal world. Starvation is a real thing that happens, there is no social safety net, no retirement, no anything except what you can carve out for yourself. If your dad has some land and he dies, your older brother gets it and you're shit out of luck.
Women die in childbirth regularly. So you'd want your wife as young as possible, since the younger she is, the more resilient she'll be and likelier to survive to give you kids.
There's no way HBO could convince the mainstream tv viewer of this though, so the tv show has almost all the younger characters a few years older than they are in the books.

Hard to answer that without spoilers. Needless to say if R+L happens to be true, she's got a lot of aologizing to do.
He never asks her to raise him, and he doesn't ask anything from her. She hates him purely because of his existence, and because he resembles Ned more than his other children.

Not literally of course. And wouldn't you be kind of pissed off if your husband's bastard child resembled him more than the children you had with him? I know I would.
As for the show, Catelyn mentions early season 1 that Ned rode off 17 years ago. When he came back, he had the son of another woman with him. So that would make him roughly around 17.
Then again, the ages of Robb and Jon aren't helped by the fact that respectively Richard Madden and Kit Harington are both 25 or something.
Don't forget that a Stark son, even a bastard, is a direct threat to Catelyn's own sons. That's another reason she resents Jon's existence. The tempation would be there for Jon to kill the other sons in order to claim Winterfell as Stark's only male heir. If you were in Catelyn's place would you automatically assume 'oh Jon's a nice guy, he'd never do that'? I know I wouldn't.
I think that after 17 years of his existence she would know if he's a nice guy or not.
She's gonna have to justify being a bitch to him when R+L turns out true.
He's not even a legitimised bastard, he couldn't do that if even if he did have the guts to kill all his siblings.
