Being from Quebec =/= Being French
The last year my class got joined by a fella from the netherlands who have also lived in USA.(i live in sweden)
during this year he have practically been forced to learn swedish since we were only allowed to explain what swediash words were, in english.
Today he is better than most people who have lived here for 10 years as immigrants. He can basicly understand anythign we talk about , 'cept when we start talking advanced politics and people of interest from sweden.
So if you really really REALLY need to learn freanch the best way is to move to france and put yourself in an enviroment where you NEED to learn french.

Live in the country for a year or two, best way to learn a new language.

Rosetta stone is shit, it doesn't teach you how to actually live the language. (dialects, slang, informal speech)

I remember once my mother went on a field trip to Quebec for her French class and her teacher spoke the dialect spoken around Yarmouth, Nova Scotia and noone could understand what the hell she was saying.

Watch French TV/films, as it goes along try to figure out what they're saying and you'll pick it up eventually.

That's a bad idea. IT's way better starting off with the basic : The writting. Starting with listening will blow his mind off
Learn it through movies, that's how I learned how to speak perfect Englischt.
Learn what the words are, then learn how the grammar works.
Or just copy it, heck if you ask me a basic thing about English grammar I would fail hard :P.

I'm gonna do roughly a 6 month evening course on arabic at a college near me.
I also plan on using software like rosetta stone and audiobooks and irl books and shit to learn it.
It also helps that I know quite a few people who speak arabic.
Well, I learned English by watching bad American TV shows.
Move to France/ talk to french people.
My dad learned Thai very quickly because he was there for a few months, got a half relationship with a woman, though her English was less than perfect, he picked up a decent amount of Thai fairly fast.
