Blink wasn't scary because of David Tennant.
The weeping angels were scary as we knew nothing about them. We didn't know their motives or their abilities. Heck up until a point we didn't even know the statues were alive, it just looked like something was moving them. It was also scary as The Doctor wasn't in it. He wasn't around to save the day. I remember how scary that episode was, then the video interview with The Doctor killed the fear, not only do we feel safe but we also learn about them. Any scary moments after that is only scary because things jump at you, no scary atmosphere.

Yeah, that shit was scary.
But I think that it got cheesy a bit, once they started doing the random flashes just to let the angels move. That removed from the freakiness so much. I found the bit when Doctor was trapped by the angels and trying to get out, and having to keep looking left and right to be quite intense, plus the bit where Amy was trying to get through - but the bits where there were just random flashes to make them disappear, or move, were just annoying.
I just think the angel's scariness lies in the way that you take your eyes off them and they move, not these flashes of light that make them move.
However, I definitely want to see another blink episode - possibly angels emerging from the files Sally Sparrow gave to the doctor. Something very scary, like Blink, but with these new traits, such as the image, and the eyes being the door to the soul. The angel's eyes just looked intense.

If evolution restarted, there would be a whole lot of new choices for nature to make. For example, people might try to get through small gaps, so they would become more stretchy and perhaps lose their spine and bones. If they needed to get up high, they would develop long, powerful legs/ wings.
Simply put, if we re-evolved, we would look totally different than we do today. So aliens looking humanoid, let alone like humans, is incredibly unlikely.

Doing another Doctor Who video but more of a tribute one. About Ten and Rose and that losing and missing her was also apart of the scare of regenerating into a new man. It's about 3/4's done (My last video was under the username feltoni)

That's not quite how evolution works.
Humans who want to get up high would not just sprout wings. What's more likely is that those who were better at climbing would survive more and breed to produce offspring who were also better at climbing (assuming climbing ability is controlled by genes for, say, grip strength or agility) and so on and so forth.
Certainly no organism would just lose its spine. I don't think there's a single case of a vertebrate that's become an invertebrate - once you have a spine, it's needed for stuff and you can't do without it.
Plus you're missing out on concurrent evolution - bats and birds are very different species yet they both managed to evolve wings. It's not that unfeasible (it's incredibly unlikely, but more likely than an animal suddenly evolving to become squishy to get through gaps) that a group of dinosaurs may have developed bipedalism and increased cranial capacity.
Anyway the point is null and void because it's just a TV show and a rigorously scientific science fiction programme would be terribly boring to watch ("My God! We have to get to the nearest planet!" "Well, once we accelerate up to light speed, which will take about 1000 years with the stuff we have, it'll take a few more thousand to get to the nearest planet in this sector from our perspective (to an outside observer, it will have taken a few more thousand). And once we get there, we'll have to accelerate in the opposite direction for quite a while just to stop, if there is still a there to get to and we haven't all died from our ship hitting a space-pebble at light speed and rupturing into millions of tiny bits.
