Can someone explain what is happening when "coal rolling" happens? Is it like suddenly flooding the engine with diesel so it doesn't burn properly or what?
it's when a cousin-fucker gets a jacked up truck with small rims and ruins his engines performance and efficiency so his smoke stacks he spent 6 paychecks on bellow out unburnt diesel.
Step 1: Buy an older vehicle, or rip out all the emissions crap from newer ones(They have particular filters that stop the soot) Step 2: Program the ECU to allow the injectors to spray ridiculous amounts of fuel into the engine. Diesel engines will burn as much fuel as you can shove into them, as long as a matching quantity of air goes in, so this often comes with a notable power increase if applied properly. If you're a douchebag-on-the-cheap you can just remove the tube running from your intercooler to your intake manifold, as applying turbo boost to a diesel engine leans the mixture out and lessens soot production. Step 3: Manually force the transmission into a highway gear. Step 4: Floor the throttle AND the brake. Full throttle dumps tons of fuel into the engine, creating the smoke, while the application of brakes keeps the vehicle speed from increasing very fast. If at all. Step 5: Voila! You're now rolling coal like a MONUMENTAL douchebag!
Or... Step 1: Go Powerstroke Thats it
Step 6: Replace the emissions systems because you can't renew your license when your car won't pass an emissions check.
Nope. All the douchenozzles in my area get past it by either owning something that predates those rules, as the emissions center judges your vehicle based on the rules in place when it was made, or they register it in the county next to mine, which doesn't have emissions testing of any sort whatsoever.
Or... Step 1: Go Powerstroke Thats it
I've only ever seen one Powerjoke rolling coal. IT's almost always fools in Cummins Dodges around here, with a sprinkling of Duramaxes. Of course, the Powerjoke engine is just that: A joke. And that's coming from someone that owns four Fords.
You know, one day I was on the side of the road, because I had to stop and fix something on my motorcycle when out of nowhere a giant prick in a huge over-sized pickup truck rolled coal right in my face. Assholes. All of them that do this are assholes.

Shit should be considered assault considering how dangerous exhaust smoke can be to people with respiratory ailments.

this makes me angry, my dad road rides a lot, I hate people who get so hooked up on cyclists because they don't know how to drive around them.
People that drive diesel trucks are usually down here in the southern states where the Eagle-Ford oil boom is happening. I live in south-central Texas and there are plenty of people like that. It is ridiculous, but there are hardly any emission laws here in Texas. What happens most of the time is people buy tuners and don't bother getting custom tunes. The pre-loaded tunes are kind of a general tune for any engine year it covers, causing over-fueling and thus, the creation of soot. I have a diesel truck, I can roll coal, but it's difficult to make it. The reason being the tuner I got for it is extremely specific to the truck and the tune matches better to the engine. Higher horsepower on the non-commercial diesels creates better fuel mileage as long as you keep your foot out of it. Also, not everyone that drives a diesel truck is a "cousin fucker" I use mine for hauling and my father has them for his company that constantly hauls heavy equipment ;)
