In GTA V, these mods all use models and animations that already exist in the game, all the person needs is a modded console and a special tool to spawn in objects and set animations on players.
Mot commonly I've seen modders spawning in huge objects in the middle of the street (usually meteors, UFO's, and Ferris wheels).
Though once the guy locked me in a surrendering animation and I couldn't do anything about it. I couldn't bring out or fire any weapons or walk around. All I could do was bring up my in-game phone
or pause and leave the session.
