Except parts of it ARE broken. Backstabbing was complete OP garbage in DS1, and in both games shields just break the pacing of combat. There's no real definitive way of getting past a shield and that bloody CLANG unless you use the extremely long shield break technique in DS2, which is both difficult to do on a reliable basis, and as I said, long.
Are you kidding? Shield break is great. It might be long but it's got good range, is difficult to sidestep and opens the enemy up for a frontstab. Shield break is fine, it does what it's supposed to do which is punish players who think they can just keep their shield up 100% of the time. If it were any more effective then you make shields completely useless.
