If the facial animations don't look lifelike then how can you consider them as being matched to the words being said? I can't tell if you're being serious right now by the way. Are you seriously saying the the entirety of the lipsync process is making a mouth open and close in time with words?

SWTOR has horrible facial animations, but the lips animations/syncs are pretty great.
Even has tongue movement.

Well a lip reader would never be able to make out the "lip syncing" in HL2 or Conker's Bad Fur Day, or just about any game before ~2010 or so.
To help you out, "lip syncing" and "facial animation" are interchangeable terms.

Let's get this point straight then. Even if the animation correctly matches the words spoken, yet one of the two lags behind the other, this is still considered [I]synced[/I] in your book?
Think about what you are suggesting. If I do foley art of a person stepping down a flight of metal stairs and the tinks sound perfectly appropriate but are half a second off, is this audio synced?

Didn't even talk about lip syncing in Conker, I talked about the band to make a point on generally syncing audio to animation.

Making sure the mouth/lips are opening and closing in time with the words is still lip syncing, it just isn't considered good lip syncing in this day and age.
In early 2000s or late 1999 it would have still been called lip syncing.

Every action on each character's face has timing and most importantly, a purpose. Lipsync sometimes feels a bit off, but it still feels good. Also Brutal Legend's cutscene animations tend to isolate one object with motion while keeping everything still- it can look amateurish, but it actually retains a lot of visual clarity... unlike mocap data, which has really no rests or pauses. Imo it looks great, compared to these cutscenes.
