I'm just wondering why the wiki says that its purpose is unknown..
I know wiki isn't the most reliable source, but they usually try to get as close to the truth as possible. I don't see a reason to say "Its Purpose is unknown" When the second option Google gives is the site you provided.
The wiki is just speculating it seems.

I know a guy who was a cryptography technician in the Navy with morse code training who collected morse code for the NSA. I am in the middle of learning the Russian language.
Private message me with all voice clips, morse code clips etc. that you record. I'll make another thread in about 48 hours with as much information as I can extract. I will also enlist the aid of some people I know who are really good with audio. I've already picked up that there is a sideband containing a signal that is being suppressed by the ominous static and foghorns. I will get to the bottom of this.

then they ask if they have received the message... yes or no... if no, they send it again. if yes they close out the "traffic"
this morse appears to be sending out call sign information... its not fast enough to be communicating with air planes... morse code that does that is automated and flies around 26 groups per min...
its not weather information either, because that is sent out automatically as well. its easy to ignore the buzz... i have collected worse. imagine trying to ignore a carrier tone then collecting nothing but bubble noises coming in and out fading to static then collecting the static breaks as the actual morse...
this is manual morse transmitted by someone at the ground station. as far as what the actual message is, it will only be known to military peoples working at the NSA, because they have the actual cryptograms to break out the code... unless they decided to use an algorithmic code to cypher the message... in that case its practically unbreakable.[/quote]

I just think that people haven't bothered to edit the wiki page. Just to realy be sure that it's a research center I will email them later today.

Why is everyone so worried about this being a dead hand system? If it is,it's very unlikely it's fully automatic, and even if it was there are bound to be more failsafes? Anyway, the amount of nukes Russia now has is greatly reduced thanks to the new START.
