I was tempted but probably couldn't be bothered to sort out the technical side of it.
I can just barely hear it over all the static. I'm going to dinner with my family, hopefully it'll have cleared up when I get back. From what I can hear though, it doesn't sound the same as it did last night though. Sounds like a new buzzer.

This is actually kind of weird, it being off for no reason
I personally believe UVB-76 sends encrypted info to spies around the World. Names ([url]http://en.wikipedia.org/wiki/Russian_spelling_alphabet[/url]) they broadcast are probably page names in certain codebook and numbers correspond to words or something on that page.
UVB-76 was broadcasting these messages from first start of it. I think frequency of broadcasts recorded or heard just depends on how many listeners are there. At the beginning there were not many people that would want to sit down and listen to constant buzzing, now in the era of internet people without HAM radio can listen to it too and also record it.
I made a simple graph that shows how interruptions (broadcasts heard + some recordings) developed through years.

I got a connection, and i do hear a buzzer now. Albeit very faintly.
