Alright, so supposedly this thing has been out there since '82, right? I'm gonna toss a new theory out there.
Despite the occasional vocal interruptions and Morse code interruptions, is there the possibility that the signal is automated? I'd like to entertain the possibility that it might be some sort of automated emergency signal, somewhere in a place that's been forgotten, and it's some sort of an emergency signal? The horn that you constantly hear streaming is reminiscent of an alarm of some sort, and whatever or WHOEVER turned it on might have forgotten about it. The occasional speaking might be like the stuff you hear during American emergency broadcasts...

*EDIT* People have been complaining about the signal coming in and dimming out, right? Is there the possibility that whomever is in control of said frequency is lowering the power of the signal? I know that for AM and FM radio stations they lower the power at night to save energy.

The only issue with that is that that signal has changed since it initially started broadcasting.

What were the changes? The signal might change based on timespan, and, if it did change, did it eventually switch back to its original message?

Yeah because they've totally forgot about this place. One day they just decided to say fuck it and leave for pizza, but you know because they forgot they just never came back! I could understand if it was just some old warehouse or other old installation, but this thing not only broadcasts, but on occasion it goes into "Low Power Mode" for maintenance.

Every active transmission has been different. And this buzzing signal is different from the original. Combined with the background noise, there's no way that this was just forgotten.

The Russian words your hearing stand for something. One of the confirmed voice transmissions translated to "NAIMINA". Other ones in the past translated to "IZAFET" and "BROMAL". Along with those numbers are often said inbetween.
