The reason that you can hear other noises on the frequency is because it is being listened to on AM or USB. The bandwidth used allows stations near the frequency to be heard.
The Morse Code heard on the frequency is quite clearly adjacent traffic. The Buzzer is still active. The reason why the Morse Code is heard is because the recordings are being carried out on AM (Amplitude Modulation) or USB (Upper Side Band). Set on a large bandwidth signals from above and below the frequency are going to be audible. Other signals such as data and even various HF music radio stations are going to be audible. It all depends on the radio propagation.
I was sent some Buzzer tapes recorded a few months ago. The Morse Code is from an adjacent Russian Navy Morse net. I was able to copy what I heard.
These callsigns used are Russian Navy. Fixed call signs that have been in use for decades. It is clear that it is a complex group and what we have here is the outstation frequency.
This is what I have been able to copy from the recordings.

The most recent recorded Morse on the Buzzer frequency is another example of this Russian Navy network.
The Morse is very weak and distorted, but one of the callsigns used is RATD99.

The only time that the traffic is relevant is when the Buzzer stops - the codeword sent - and the Buzzer continues. The same format is used by other Russian networks maintaining the frequency with a distinct carrier tone.
