Right now I'm trying to remove the buzzing noise form the Morse code file. The Morse code stuff starts at 2:40 or somewhere near that, but the buzzing overlaps it at times.

I don't see how UVB-76 on Gmaps is where it's coming from. Not only is there nothing there (Although something may be underground, or said underground door may just be a utility box / room), but it isn't even guarded, and I haven't seen an antenne around there anywhere.
Slanted building was there but cannot find it, and Spark was all up in my tea with his crumpets raging.
I'm running massive compression and gain on the signal, it's strange some of the other sounds I'm hearing deep in the static. Almost like a fax machine.
I'm pretty familiar with CB radio, I run a rather massive one in my truck with a 10ft predator 10k antenna and talk skip cross country.

Talking going on.
Before and after the talking, the signal started showing activity in the 20-320hz range when it wasn't before. Normally only 320-2.6k.
why cant we just have an 80s style montage with the timeline of uvb-76?

There is nothing strange on your recording. You guys have to understand that on these feeds set to AM and USB you will hear signal around the main frequency being monitored. The HF band is extremely busy.
For example the Morse time stamps are on 4628 Khz. That is from a Russian air defence station.
The time codes sent were for 2236 and 2237 (Moscow time)
You can tell that the Morse is way of frequency from the 4625 Khz being monitored.
The time stamps from the PVO stations have been monitored for years. If you listen long enough to the stations they will also sent tracking traffic as well as the time stamps.

The other things that you can hear on that sample recording are teleprinters and voice transmissions that are also off frequency. You could select practically any frequency on HF and hear all sorts of weird and wonderful noises other than the intended station.
