Serbian Yugoslavia (SY) partitions off a good chunk of land for genetic experiments with human beings to produce new soldiers. It colonizes a peninsula on Africa to capture non-Serbian subjects for experimentation. The subjects will be hybridized with apes and other animals and also have their DNA tweaked and twisted to produce faster, stronger soldiers. They are expected to fend for themselves in the partitioned area and will have relatively low contact with SY. Researchers will occasionally come in to investigate, but most research will be done via spy drones and bots along with hidden cameras among the households.
Every subject will be experimented on in Serbo-African Horn in Africa and if the results are good they will be shipped to live in the partitioned experimentation space where they may reproduce with the various other hybrids producing offspring to be future soldiers for the SY army.
The first batch approved to live in the SYPS (Serbo-Yugoslavian Partitioned Space) is a group of Africans who have been hybridized with various species of non web forming spiders. Early results are promising, they show enhanced strength and agility, but timidity and often refuse to fight.
This batch will join the already existing Chimp-Russians currently segregated in that area. Time will tell what will happen. To raise government money, the whole experiment is televised.

League space tech sheet,since they have base on moon
The moonbus,which is used to transport men(and women,leagues anti-discrimination policies are strict) around the surface of Luna and other planets if necessary.
The space-soldier,the armed forces on the moon in case of any unwanted visitors decide to attack. They are armed with an very large space rifle that shoots guided(but not really the most precise ever) bullets with tiny rockets in them to provide propulsion in the vacuum.
I will soon make a map of Luna(moon) and other planets if the game goes that far.
I'll think that the current tech only allows moon (research)base of max 5 persons.
It needs much more tech to make it into proper base with military.
Because now singing 1 tons of cargo to space/moon costs billions, it doesn't make sense to have proper base in there until cheaper way is developed.
We could have rule like Antarctic treaty, that moon cannot be owned and it is demilitarized until many nations have big bases there and something to fight for.

It's not the material what costs the most, it's the transportation.
Because sending stuff to orbit/moon requires huge rockets and shitloads of fuel and engineering.
It also requires large facilities on Earth and shitload of crew on Earth too.
