To be honest it is more a parody of Sylvain Chomet's films than French animated films as a whole, but the most notable parts for me at least are the exaggeration of personal imperfections, generally washed-out and unappealing colors, the scene dragging on and showing everyday activity, the lack of dialog and the almost ambient background-track playing during the whole scene.
Those are kind of the main features in many of Sylvain Chomet's films as they he tends to show the sides of society that is generally not shown in films: The lives of people with boring lives and dead-end jobs and who are otherwise looked down upon by normal people.
This is probably the short-film he made that takes all of these elements to the most extreme:

I don't know man, if your everyday life consists of [sp]turning into a fucking bird[/sp], then you might have some problems on your hands.

Literally all you have to do with family guy is put the characters in a position and have them stand there for like a minute and exchange the facial expressions, sometimes flailing the arms between various presets.
Family Guy animation in a nutshell.

A lot of adult cartoon shows are more for the writing, and have very lazy animations. Just look at Aqua Teen Hunger Force, or Metalocalypse. Compared to other animated shows, their animation is pretty damn lazy.
This is all ignoring that I think Family Guy's writing is terrible, but that's besides the point.
I can't wait until we get the next AKIRA of animation. I want to see true 60 FPS animation in the future. That Paperman short using the 3D/2D composite was really, really promising.
where's the bread?

"Why most life be so hard?! Why must I fail at every attempt at masonry?!"
at first, I thought they hired totally new people and became creative for once.. then I realised it was created by a french dude so that was kind of disappointing.
but I will be watching more of that dude's work.

The sad part is the people who worked on that shot wanted to re-create the smooth animation but FOX pretty much said 'No.'

The most recent thing I believe he's animated is one of the Scissor Sister's videos, but that was a few years ago.

They did that to put more focus on maggie and less on marge, for the fist shake part. It's not them being lazy it's actually good animating skills. Otherwise it's too busy.

it's a second long scene and if marge still did that thing, there would be too many elements.

Except the kid's arms are two frames of animation.

Also the camera pans marge out of the shot, so her hair-twirl thing wouldn't take focus off of maggie.
Reminds me of some of Bill Tiller's work.
I fucking love Sylvain Chomet
It sure the heck looks like it.
If so, good on ya' Layton.
Looking at Professor Layton and some of the cartoons here, they seem to have a similar palette, detailed backgrounds- especially of/in buildings, ambiguous time period, accordion music. Character design is sometimes pretty similar, though Professor Layton tends to be less detailed, especially with primary characters.
sylvian has, hands down, the best animation and art style
i remember watching triplets of belleville as a kid and i instantly fell in love with it
