Putin will take a picture of Obama petting a cute kitten, he will then threaten to release the photo to the Republicans and cause the ultimate downfall of Obama and soon the entire US, Obama will severe all connections to Russia and its allies as to prevent the picture from reaching the US, Russia will be angered and will retaliate. World War III.

There isn't in most places of the Earth.
I reckon that if a small country tries to nuke one of those developed countries, the developed will just shoot down that nuke and fire a nuke back at them.
Just look at the conflict between Israe, Syria and Lebanon 2 years ago, they almost started a war over who has the right o use more water from it.
