Also making it cheap since there is a pretty substantial chance you wont get the round back.
Well I put a bit more thought into it, and I realized rather than using a model rocket, you could just use the tried and true Nerf Vortex mini football. Just cut off the top and hollow it out. Make the nosecone have some extra nerf stuff on the bottom so it slides right into the rest of the ball kind of snugly, so it should only fall off at the top of the arc when its energy is at a minimum. Even if the top goes flying off right at launch, you'll still have a BB shower, just a less accurate and more chaotic one. Make like a dozen of these and you could have a super cool artillery salvo with realistic friendly fire casualties!

Also if you make it in-line (IE: put the CO2 cartridge holder and associated pipe in line with the barrel as opposed to on top of it) you get a longer but significantly easier to aim launcher

Here's me wishing airsoft was popular and not brutally expensive in Brazil We got very VERY strict laws against anything that mildly resembles a gun, so any toy gun costs more than a real one as in, the same airsoft rifle that costs 100$ normally, costs about 500$ here...

Except a $100 gun in the US will cost $300 here.
If you're from Europe i suggest you buy from TaiwanGun.com From what i heard the service is good. Pricing wise everything is cheap and good.I personally wanna get a SRC G36KV

Now this idea might not be great, but hey... Would it work if you had rigged a pvc pipe to have a fixed firing pin on the bottom allowing you to drop an m203 shell in and when it hits the firing pin it would shoot?
You'd have to stick a rocket in after the 203 shell before it fired.
