I think the understanding is slightly off. I will give a hypothetical example. If there were 300 vietnemese people, and 150 do illegal drug dealing, that shows that 1/2 of the vietnamese population commit drug crimes. Compared to 1000000 Americans, only 100000 do drugs deals. 1/10 of the american population commit drug crimes within the same country with the vietnamese people. That is why there would be a ratio implemented. Do you get it now thisispain?
