What do you do at your job? If it's an office job I don't think it's that big of a deal but if it's like factory work or something then I understand where you're coming from.
Simple just tell him if he keeps taking so long and wasting your time your going to take it up with your boss, if he doesnt change tell your boss about it. Its all you can do to stop him slacking off, and the boss might be able to talk some sense into him not just fire him.

I'm going out to the clients, some times to other countries to take a look at other places the company gets offered.
When I'm in the office we get a lot of stuff to do and he is the guy who is supposed to help me. He already works only half the time I do, and when he is not shitting he is doing everything slow as hell and I have to do shit loads of work (no pun intented) so the stuff is ready when i need to go outta the office.
Perfectly normal.

He doesn't have anything, that guy is an asshole. On the first day he stole 2 staplers and tried to slightly blame it on our secretary when someone noticed. He also told me "you cant do shit about" and grinned like a fuck when I asked him if he could hurry up a bit because we had to do a lot of work that i would have to do in my freetime.
I would just tell your boss I'm sure he wouldn't be pleased.
