Lots of reasons.
Check the hot girls thread in fast threads, some posts there take up almost no space with a media tag, but once you open it up, it takes you 5 minutes just to scroll to the next one.

they did. every ban reason has people that get away with it though and i'm sure it's just an annoyance for mods to ban over a glorified post count.
