Because developers need something to do when the game is out of their hands and is currently going through cert/disk printing and all that shit. Games are usually done like a month or so before they're actually out, so most developers start working on DLC already then.

Seriously this is Mafia III levels of White Guilt tripping. Not saying there would be a ridiculously silly discretion note at the start of the game, but from what I read in the IGN article, I wouldn't be shocked if this level of white guilt happily exists in this game.
To be honest the game looks semi enjoyable like the first Watch Dogs was, but it's trying too hard to be all progressive and shit and just turns into SJW garbage.

Not the first game to do it. The Last of Us did it with its' Grounded difficulty, and it was accepted with open arms. To be fair though, it wasn't on launch.

this makes me so depressed for the undeniably ambitious map, world, and art designers employed at Ubisoft. imagine working on a beautiful, breathing world for a really long duration of time, pouring your absolute best into it -- only to have the company that employs you shit all over it with awful DLC and marketing tactics like this.
It doesn't even apply here, either; just look at Assassin's Creed Unity and Syndicate, among others in the same series. Extremely detailed worlds developed by passionate people, with their efforts made nil through DLC marketing and equivocally shitty development or design choices.
Such a terrible fad among otherwise talented teams and developers.
