drink lots of whole milk, whey protein and stay away from too much red meats (eat chicken, turkey, extremely lean cuts of beef). no starches/processed sugars, you don't want to eat anything white in nature unless it's a fruit or vegetable. all your grains should be light brown. whole grain wheat toast for breakfast with some oj, oatmeal and 2 eggs, lunch = salad with healthy fixings (almonds, feta cheese) 4-6oz chicken breast depending on body weight/goal + protein shake, eat a peanut butter and jelly with a fat glass of whole milk as a snack 2 hours after that, then eat dinner 2 hours after that. no carb/caloric intake after 6-7 PM, depending on your bed time

also - avoid isolation exercises, focus on compound movements. squats, deadlifts, clean and jerks, rows/bent over rows, military presses, frog leaps with medicine balls, etc. etc.
That's a really good plan for staying healthy, however, it's completely irrelevant. He wants to lose fat and for that he needs to be in a deficit and unless he focuses just on that, he's literally running in place. Avoiding red meats, drinking milk, staying away from sugar, or eating at specific times are not a given if and when you want to successfully lose fat.
Adding exercise and changing a shitty diet will undoubtedly make him lose fat. How much, is a different story. There's a fine line when dieting, and if you're not being flexible you will never lose those pesky last pounds and that's not an advice only for competition folks, but for most people, especially obese who have been trying to lose weight for so long yet end up flacuating for years.

more muscle = higher at rest metabolism. the more muscle that is on his body, the fat will continually shrink and shrink and shrink... i have been at 200 lbs for 2 years now. check this out. homeboy has no muscle on his shoulder/chest area. they are predominately fat, which is why they still look fat, even though there is little actual fat cells. he has lost lots of weight, leaving his skin just a little bit saggy and the outer fat layers still protruding. if homeboy would put muscle on, the fat would start moving to other places or just be erased all together.
