I wonder if in a situation like that where the local police had guns would they even be allowed to fire them, if they hit one of the aeroplanes tyres or the fuel tanks, it would cause serious damage also with the amount of civilians that would be around too.

I doubt anyone with any sense at all would be firing a weapon towards the terminal or the aircraft. That being said, we don't live in the movies...if a bullet is fired at the wing or fuselage it's not going to explode.

All they needed to do was have firearms to shoot the tires. Shooting the tires would make it way easier to stop him, and they would be shooting towards the ground where there would be minimal risk of hitting something else.
