There was a guy I used to have a problem with, he was a typical creep where if you said 1 negative thing about what he likes, he would go off the rails (like the guy in the op). Guy harrassed me in visitor messages, got banned for it too but kept doing it but the mods didn't care after so I gave up on that. Guy takes it to the next level and uses the wall on my steam to send hate messages (I'm talking like 4 pages of them), he also went into a chat I frequent. He would have a pre-made message, paste it in chat, then leave before a moderator could ban him (he's probably done this before lmao).
Moderators would not give a shit because of jurisdiction. He was permabanned on FP later for doxxing someone he disagreed with so I guess there's a line.

There's a huge difference between being weirdo towards someone on FP over opinions on FP, and being a weirdo towards someone on other sites for something that happened on FP.
Imagine in high school, you were debating someone. The guy you were debating threw a hissy fit and got kicked out of the classroom because of it. Now imagine them coming to your after school soccer club and trying to debate you again whilst throwing the same hissy fit.

As has been said in the thread already, blocking and ignoring only works on a small percentage of "casual" harassment cases.
Stalkers are a completely different ballgame. They aren't that easily dealt with. I think you're severely underestimating how different harassment and stalking is.
