The exiles are still there simply because the Scratch hasn't happened yet.
Think of the Scratch as something like the Green Sun.
Once (if) Rose destroys the sun, it'll affect every single Guardian that has and ever will happen in every universe.
The Scratch will affect all times in the Kids universe, because it's technically outside of time.

It's interesting how Andrew is generally portrayed as huge egoistic asshole, while now he basically donated $2000 to japan (as he had the dolls and decided to use them for donation) and now draws sketches for money to donate there too.
I think that he's actually a really nice guy, just likes to poke fun at everyone and doesn't care if he looks bad while doing it.
