That's just a test page. It was supposed to be a pitch to change to a privately hosted server, but most of the Senior Staff are against the idea and Mackenzie (The person who made it) doesn't really like it either.

I doubt those few GOC propaganda videos tell the whole story. They take a few instances and make it look like they've won, the foundation doesn't do anything about it because it supports their cover.
Also if the comics are to be believed then RED is the unprofessional one that's always getting arrested.

I find it incredible that my thread is still on the first page of GD and I'm really proud of the contributions that you guys have made to the SCP wiki and just the general awesomeness in this thread.

Does the building make those "please wash hands" signs pop up repeatedly around offenders? Is it authorized to hand out pink slips? Can it be triggered by customers being health hazards, or does it only care about those on a payroll? Is the phenomena caused by the ghost of an extremely anal-retentive former overseer, an extradimensional thing which happens to be a germaphobe, the elemental plane of OCD, or what?
