Better safe than sorry. D-Class are already the most expendable resource they have, and civilians or other personal aren't allowed to know anything more than they need to.
Although sometimes they do seem a little wasteful with human life.
Someone should tally up how many D-Class or people in general have died because of certain situations.

Off the top of my head I would guess several thousand D-Class die on a monthly basis.

In the event of catastrophic loss of control, the water tank is to flood the room containing SCP-XXX.
[B]Description:[/B] SCP-XXX is humanoid in form, at 3m in height and roughly 1.5m broad at the shoulders. Subject appears to be formed from large plates of metal consistant in appearance with bronze. SCP-XXX is covered in runic markings, these marking have yet to be linked with any ancient civilizations.
SCP-XXX will be completely inanimate for any length of time provided it is not disturbed. When posed with a direct order however, it will animate and it's core temperature will raise from room temperature to 50°C. SCP-XXX will attempt to complete any task posed to it. SCP-XXX will only respond if the command is issued by a human being standing within 5m, person asking must have direct line of sight to the subject.
It should be noted however, that SCP-XXX will become increasingly hotter should it repeatly fail at said task. Should it raise above 600°C (SCP-XXX will be visibly glowing red with heat and is burning to the touch) SCP-XXX will become extremely hostile and attempt to destroy anything near it. It becomes particularly aggressive towards the person who gave the command. It will continue with violent behavior until it physically cools down, which unassisted can take up to an hour.
SCP-XXX appears to be highly resistant to damage. Initial experiments to drill into SCP-XXX hollow center (rapping on it's torso gives off a sound that suggests it is hollow) returned negligible results, however SCP-XXX did not animate during these experiments. Further research is recommended before attempting dismantlement. Additionally, SCP-XXX seems to have immense physical strength. In Experiment-XXX-A it successfully bent various high-density materials.
SCP-XXX does not, however, have significant control over it's own strength or possess very much finesse. Certain tasks (see Experiment-XXX-B) that require hand coordination often have disasterous results, either by SCP-XXX accidently destroying whatever it is manipulating or not having enough finesse to perform it easily.
When posed with a task that it simply cannot perform, such as a task that requires verbal feedback (SCP-XXX does not speak), SCP-XXX will immediately kill the person who ordered it.
Experiment procedure: After required materials are placed, a single D-class personnel is to approach SCP-XXX and direct it the command printed on a paper given to the D-class. If SCP-XXX either begins task or does not respond, D-class is to then exit immediately.
[B]Experiment-XXX-A[/B]
Materials: three metal support beams of 2m in length made of iron, steel and titanium, respectively.
Command: "Bend these objects"
Result: SCP-XXX animates and approaches the given objects. The subject successfully picked up and bent the iron beam, steel beam and titanium beam without apparent difficulty.
[B]Experiment-XXX-B[/B]
Materials: One small sewing needle, one meter of yarn.
Command: "Thread this needle"
Result: SCP-XXX animates and approaches the given objects. The subject spends 2 minutes attempting to pick up the needle. Subject eventually gouges out a portion of the floor, along with the needle. SCP-XXX successfully separates needle from the dislodged concrete. It then retrieve the yarns and spend approximately 11 minutes (SCP-XXX becomes increasingly hot) trying to thread the needle. Yarn spontaneously ignites and needle melts shortly after, causing SCP-XXX to become enraged. Room is flooded and alert level is raised to Blue, however SCP-XXX escapes by destroying a wall and rampages through the wing it is located for 46 minutes. 57 casualties, 3 SCP items needed to be resecured. 26 casualties resecuring unsecure SCP items.
[B]Experiment-XXX-C[/B]
Materials: None
Command: "Perform the Macarena."
Result: SCP-XXX kills the D-Class ████ and returns to an inanimate state.

Nope, once you join the Foundation in any rank, Researcher, Guard, the high elite and the D personnel there is no escaping, once you have seen the SCP's you cannot live a normal life, you will be contained for the Foundation's own good, you have no escape as the Foundation is one of the most advanced secret organization in the world, you are paid an excellent salary, yes. But at the cost of limiting your own freedom. You're to do it until you die, either by an SCP or another factor.

Uh, no.
You can leave, they just wipe your memory. In fact, I'm pretty sure higher level personnel don't even need to have their memories erased. They're not really as overbearing and tight-lipped as that. All things considered, they're pretty relaxed about security regarding sensitive information.

Oh god that just made me think of The Most Dangerous Game. I'm imagining that they round up all the D-class into a specially designed site, you buy tickets, and go on a massive hunt. Any D-class who escape alive get freedom. Guns and various other implements of death will be provided, but it is recommended that you bring your own as it is first come first serve. Also ammunition available for public use is limited.

That or they just wrangle em into an arena and pit them against SCPs Rome-Style. Survivors get advanced to Janitors and Research Assistants.
That theory is best, because it explains why so many of the employees have the same mental stability as a convict who had to murder his way to his position.
I still don't see how they get so many Class D's. Like I get they're criminals, but holy fuck, they kill so many of them on their own, not even counting SCP related deaths, that they've probably killed thousands by now.
There aren't [I]that[/I] many Death Row prisoners.
