Just a few things that bother me, otherwise it's pretty good, and the concept definitely seems sound.
1. If the suit generates a total vacuum, then why would it need to strangle them, or is it just holding them so they can't escape? (Merely recommending some clarification.)
2. Where, why, and how was it recovered? (This provides some necessary background information, gives it some depth.)
3. What's inside the suit? (Could use some clever use of █s, [REDACTED]s or [DATA EXPUNGED]s for a creepy answer.)
4. I wouldn't recommend using the type of "duct tape" specifically, rather, say that it seeks out adhesive substances in order to patch it's wounds.
5. "Once it collapses, it is for all intents and purposes a normal spacesuit." would probably work better as "Once it collapses it is, for all intents and purposes, a normal spacesuit."
That's all that jumps out at me at the moment, I'll go back through and re-read it after I'm done doing these history notes.

I have a question. Now correct me if I'm missing something, but why would only D-Class be killed in a containment breach? Surely it seems more likely that guards and other staff would be killed during such an event, assuming that D-Class are generally kept locked up.

An SCP I thought of a while ago:
A plastic decal of a crack, similar to bullet hole or lodged baseball decals you would put on a window for kicks.
When placed on the ground and any object smaller than a morbidly obese human passes over it, it will expand to be a crack that would be large enough for the object to fall in. The crack becomes an actual opening into a small crevice with impenetrable rock walls that seem to be naturally formed. The crevice has a volume of 27 cubic meters (or thereabouts).
The crevice may be extra-dimensional. Regardless of where it is placed, as long as it is on a flat surface in the direction of gravity. The walls of a centrifuge have been proven to be effective.
If there is an partially through the crack and the conditions for it remaining open are no longer met, it will remain open until the opening is clear.
Objects within the crevice when the crack is removed from the current surface or otherwise no longer kept open will remain in the crevice. There is evidence that when opened, the crevice may open at varying points in its own timeline.
This SCP should be kept away from that tricky monkey SCP.
