It seems almost like it's both, the addendums suggests it could be an abortion but according to the personnel requirement there are to be no fewer than 6 D Class rapists on site to perform the procedure at all times, and that violent ones are not recommended as it increases the chance of a fatality, it also states that personnel with sociopathic tendencies and sexual deviancy are acceptable. Which makes it sound like rape.
SCP-231 sounds like the ending of F.E.A.R. 3 with Alma being pregnant, except that it's 100 times worse like the creator said.

I thought that it would be something similar to that book about a Buick Steven King wrote, where it's actually a portal to another world that just happens to be in the shape of a car.
That van is definite SCP fuel though.

It'd be something like a van of varying make, vintage and model, though always in a dirty white, either appearing at seemingly random on unobserved parking spaces, with no aparent means of getting there. Cameras by the gate to parking garages have shown no van of such model or colour enter or exit in the timespan it has been there, and noone questioned seems to know about it. It seems to have a preference to areas near parks or playgrounds, and have an odd, possibly psycic ability to attract children, who upon entering and closing the door will go missing for some amount of time, only to reapear anywhere within twenty-fifty miles, either dead and dismembered or badly beaten and wounded, though still alive, and more often than not with signs of long, brutal rape.
When entered by a person above the age of approximately 15 years, depending on the mental maturity of the person, it'll seem like a regular, ill-kept van, containing a few scattered tools and often a dirty, moldy (Possibly blood/semen-strained) blanket in the corner, though interior may vary.

You actually spurred me to think of something similar. Instead of a white pedovan, you could do it as a shiny fancy black van, like an FBI-kind, since black vans are kind of an urban legend like black helicopters are anymore. Similar premise- it just appears or disappears without entering or leaving, but not as dark.

I quite like this idea. Maybe have it so there's some dude who occasionally hops in the back of the van and never comes out, like it's a surveillance van.
IIRC there was one SCP that was a big black SUV or van that patrolled the roads of a forest in Russia, and it was known to be highly aggressive.

Well, the black vans/helicopters don't seem to have much reason to be contained, whereas the rapekillpedovan is a major danger to children around the nation, given that it can appear anywhere at practically any time, with one or more young, innocent children's lives and wellbeing at stake every time.
I'm pretty sure we already have a SCP like that, only it's a communist era vehicle that openly attacks passerbys, occasionally kidnaps them too, but it still appears and disappears out of nowhere.

Just because it doesn't need to be contained doesn't mean it couldn't work. There's plenty of safe SCPs that remain uncontained because they pose no threat.
And I guess there's already one similar anyhow.

Well yes, but if you don't have this van somewhere you know where it is, it'd appear as several unrelated but similar incidents, instead of a single object.
