It's kind of a process you have to go through, you lose flabby flab by not eating much but not eating much won't be giving you much nutrients so you won't get any bigger, you can get stronger though.
Then once you feel you're at a comfortable weight to stop losing weight and get bigger, that's when you eat more and when you get bigger and shit.

They can get bigger. Mine got larger despite me cutting simply because I was getting newbgains for about 4 months and because the layer of fat on me arm wasn't sickening.
However, if you have been working out for a while and are past newbgains then your arms will 99% of the time shrink and get more defined on a cut.

On an unrelated note, I began loading up 2/3 of total calories before 1pm and holy fuck. My lifts were a lot better than when I do an equal caloric split. Sticking with carb loading early from now on.
