Neil Young's Le Noise album is also up there.

Amazon keeps telling me I should buy the new National album. I should probably give that a look.
Also Neil Young, since I watched one video for it, and it was pretty good.
I wouldn't recommend to listen to them as first albums by the artist, because they have both made better ones.
But for the year, they are fantastic.

Thirteenth Step by A Perfect Circle, this has some great music on it, with great leading guitar licks and great vocals.

Amazing album, if you love jazz, you will definitely love this. I'm pretty sure the guy who made this is french, but all the songs are in english. This guy's other work is absolutely phenomenal as well.
My personal favorite song from the album is "Autumn Beasts"

If you like this album, don't stop here, he makes really funky, jazzy, upbeat songs, that I am in love with.

At The Drive-In's Relationship of Command is absolutely one of my favorite albums of all time. It's a Punk-Hardcore album that mixes many variations of calm to extremely energetic songs that - as cheesy as it seems - are really like great angsty (yet very good) teen creativity anthems. Very great vocals and lyrics. At the Drive-In was the precursor to The Mars Volta by the way.
Fucking love this album.

Also, if you once listened to it, and didn't like it. Give it a few chances, it grows on you. The track 'Enfiliade' was what was the hook for me.
