Actually, it's part of the game.
Fighter Maker, PS1. You can create a character, and not int he sense of "Soul Calibur 4" or "Mortal Kombat Armageddon", I mean you literally can animate the thing yourself.
Japan actually had an entire slew of games based around that concept of making stuff. Dezaemon for example, was a shoot 'em up maker where you could customize a lot of game aspects, including your music.
The closest we Americans get to Dezaemon? It's called LittleBigPlanet.

Follow up the tree of replies and you'll see the original person was actually talking about Goldeneye, and that was not intentional at all. It was in fact achieved by cartridge tilting.
I'll assume you were talking about the first video in the OP with the fighting game, so I'll rate you informative because that was interesting.
