Yes, it's fine to make fun of racial stereotypes if you're in a certain race, as long as you're not using it with hate.
Well if black people want to call themselves niggers, I don't consider that racist, as they themselves [I]are[/I] black and it really isn't one race being negative towards another, there is no victim. However, if a white person calls a black person a nigger (offensively of course) , they are being racist because they are being negative towards a race that isn't their own, they are making victims out of the other race.

It depends. If they're sarcastically referring to themselves that way, then it's fine. If they're trying to "retake" the word, using a slur as an insult, it's just stupid. If they're actually using it as an insult, it's still racist.
As an example, I'll use myself, using the slur "cracker" for a white guy. If I said, "Sorry, this cracker can't dance", that would be sorta funny, so that's OK. If I started calling myself a "cracker", that would be stupid, but not necessarily racist. If I told someone to "fuck off, cracker", that would still be racist.
